Dusseldorf, 21.02.2024 – As part of the implementation of teaching and learning in the digital world, the Ministry of Schools and Education NRW has commissioned the development and introduction of Moodle courses to support digitally-supported teaching and learning processes and has successfully completed the state-wide introduction of these courses. The project was supported by Luther Rechtsanwaltsgesellschaft in terms of procurement, contract and IT law.
The future-orientated work with digital teaching materials at schools in North Rhine-Westphalia has been given further impetus. The Ministry of Schools and Education is providing schools in North Rhine-Westphalia with customised Moodle courses that can be used directly in the classroom. The state's own Moodle learning platform is used in around 3,000 schools and other institutions in NRW. The new Moodle-based courses not only support teachers, but also make learning easier for pupils. The Ministry of Schools and Education is publishing over 20 interactive, moodle-based online courses for teaching and learning in the digital world in the subjects of German, English, maths, computer science and general studies.
The Ministry of Education once again relied on the expertise of Luther Rechtsanwaltsgesellschaft to draw up the award strategy, support the tendering process and fulfil the contract through to acceptance.
“The award procedure demanded a high level of intellectual and creative content in a fierce competition for the best possible service. This can only be achieved with a customised procurement strategy,” points out Martin Steuber, specialist lawyer for procurement law at Luther.
“The success of the procedure lay precisely in the conceptual dovetailing of educational content with the legal requirements of a formal procurement process,” says Nora Otoo, specialist lawyer for administrative law at Luther. The Westermann Group, a provider of educational media and one of the largest publishing houses in the German-speaking world, won the contract to develop the Moodle courses after completing a Europe-wide tendering process.
