Luther expands public construction and planning law team: Dr. Martin Fleckenstein and Dr. Rut Herten-Koch join Berlin office

Once again, German law firm Luther is expanding its Environment, Planning and Regulatory (EPR) practice group, bringing in two well-known experts: Starting 01 August 2015, Dr. Martin Fleckenstein (56) and his longstanding colleague Dr. Rut Herten-Koch (43) will be joining Luther’s Berlin office as Partners. This means the EPR practice group is growing to 18 attorneys nationwide.

Dr. Martin Fleckenstein and Dr. Rut Herten-Koch are a practiced team from the real estate practice SammlerUsinger in Berlin. Their clients include national and international companies, investors and project developers as well as real estate associations and government entities and public bodies which have been advised successfully for many years in all areas of real estate law and related fields, in particular in development planning, negotiation of urban development contracts, regulatory issues, and in awarding public contracts.

Curriculum vitae: Dr. Martin Fleckenstein

The lawyer and specialist attorney for administrative law was admitted to the German Bar in 1987. Subsequently, he was, among others, international Partner with Hammonds LLP Berlin (today Squire Patton Boggs) until he started with the partnership of the SammlerUsinger firm.

Dr. Martin Fleckenstein specializes in public real estate law, construction and planning law, public commercial law, and procurement law.

His clients include property and project developers, public and private housing associations, construction companies and architects, government entities and public bodies as well as real estate associations.

Dr. Martin Fleckenstein holds memberships, among others, with the committee for infrastructure, urban development and construction at the Chamber of Industry and Commerce in Berlin and with the working group for real estate of the Association of Berlin Merchants and Industrialists (VBKI). Since 2007, he has been a lecturer for public construction law at the university of Münster.

He is cited as "frequently recommended" for public law in JUVE-Handbuch 2015; the journal Handelsblatt includes him among "Germany's Best Lawyers 2015" in the areas of land use law and environmental law.

Dr. Rut Herten-Koch M.A. has been a lawyer since 2000 and a specialist attorney for administrative

law for public commercial law since 2004. She specializes in procurement law and public construction and planning law.

From 2002 to 2009, she was Associate with Hammonds in Berlin (today Squire Patton Boggs) and Partner with the SammlerUsinger firm until her move to Luther. Her clients include, in particular, public entities in the areas of public transit, housing and real estate as well as property and project developers.

Dr. Herten-Koch is a member, among others, of the German Procurement Network (DVNW) and a regular author for the Vergabeblog.
